The two figures matter for how a daisy chain is used. The full 22 kN applies end to end, while each sewn pocket holds only 3 kN, so a daisy chain should never be used as a fall-arrest lanyard, and clipping a single carabiner across two pockets can bypass the main strength if a pocket stitch fails.
